Program Lead - Network Architecture Initiative

Client is embarking on a bold initiative to provide consolidated network leadership across our distributed locations.  Reporting to the Chief Technology Officer, the Program Lead will provide strategic direction and broad program leadership.  The role will require working closely with many private and public groups that are implementing individual network fiber projects, the division and community business owners, and the current fiber asset owners to evaluate architecture solutions, coordinate requirements, and provide planning expertise to manage overall delivery.  The role will require active leadership, strategic planning, and network understanding.

 

Duties:

Responsibilities and duties include, but are not limited to:

  • Strategic business modeling – defines the business plan and manages the impacts associated with the required change across many organizations.
  • Program planning – provide an approach to identify opportunities, coordinate ongoing projects, produce schedules with dependences, and resolve program level issues.
  • Technical integration – identify a process and topics of technical focus for an internal governance team to evaluate standards and policy approaches for the network
  • Cross-organization communication – provide consistent communication to executive leadership, network user communities, and project leads on status, issue resolution, strategic direction, and decision needs.
  • Project evaluation – evaluate fiber opportunity, cost, and project need to provide recommendations on approaches for the delivery of fiber across the Commonwealth.
  • Finance evaluation – determine ROI for network routes and identify and rank alternatives based on cost and benefit to the Commonwealth.
  • Operations modeling – coordinate the design and development of a large scale network operations support model.
  • Chair a network business governance group - consisting of network asset owners, the network user community, and other network stake-holders.
  • Contract Management – ability to develop and define large scale operation contacts

 

 

Required Qualifications:

  • Proven enterprise-scale Program Leadership
  • Strategic Planning experience
  • Understanding of network and telecommunications nomenclature and technology sufficient to communicate with technical staff on high-level priorities
  • Ability to work with vendors in a congenial and collaborative manner.
  • Demonstrated competency in strategic thinking and leadership with strong abilities in relationship management
  • Exceptional communication skills.
  • Strong planning, analytical and conceptual skills.
Ability to exercise independent judgment and creative problem-solving techniques.
